Within the not-for-profit sector, a specific category of organisations is becoming manifest: the private public-sector enterprises. A distinct feature of this type of organisation is its intricate position among government, market and citizen / civil society. Examples of this type of organisation include hospitals, health care institutions, universities and colleges, educational institutions, housing corporations, museums, art institutes, water corporations and certain means of public transport.
Until recently, most of the public sector enterprises were regulated or dominated by government.
Nowadays, they are required to deliver public services independently and autonomously.
This is not an easy matter, since the social enterprise usually has a hybrid structure and has to operate in a complex environment.
There are not only many different interests, stakeholders and experts to be reckoned with, but also different funding systems, control mechanisms and organisational cultures.
