Centre for Governance of the Private Public-Sector Enterprise

The Centre has a small faculty office to organise the activities of the Centre, to decide upon the research topics together with the participants and to facilitate the chairs and (posted) researchers. The office holds a Manager Research Projects, mrs.prof.dr. S. Waslander and a Manager Business Affairs, mrs. J.J.P.M. van Eerd. Director of the Centre is Prof. dr. ir. C.A.M. Mouwen. In order to secure the relationship with the university and with other parties involved, a Strategic Advisory Board and a Scientific Council are installed.

The Private Public-Sector Enterprise

Within the not-for-profit sector, a specific category of organisations is becoming manifest: the private public-sector enterprises. A distinct feature of this type of organisation is its intricate position among government, market and citizen / civil society. Examples of this type of organisation include hospitals, health care institutions, universities and colleges, educational institutions, housing corporations, museums, art institutes, water corporations and certain means of public transport.

Until recently, most of the public sector enterprises were regulated or dominated by government. Nowadays, they are required to deliver public services independently and autonomously. This is not an easy matter, since the social enterprise usually has a hybrid structure and has to operate in a complex environment.

Diagram Positioning the Private Public-Sector Enterprise There are not only many different interests, stakeholders and experts to be reckoned with, but also different funding systems, control mechanisms and organisational cultures.


Characteristics of the Private Public-Sector Enterprise

  • Legal entity in private law
  • Wishes to operate as a ‘real’ enterprise
  • Products and / or services portfolio oriented at public domain + related markets
  • Revenues from government, market and customers / citizen
  • Not aimed at making profit, but at ‘public returns’
  • Profits may be earned to a certain extent, but may not be remitted
  • Both “vertical” and “horizontal” accountability

The distinctive characteristics of private public-sector enterprises demonstrate their comprehensive, complex and dynamic charachter. They operate in a complex environment in which they must realise certain “public values” responsibly, efficiently and effectively. For a long time, public-sector enterprises have been neglected by public administration and management sciences. But, professionalisation and expansion of government and management is now happening in these enterprises at high speed.

This creates the need to develop new forms of strategy development, innovation, governance as well as specific entrepreneurial management and leadership skills. This explains the growing interest of the management-sciences in this new form of entrepreneurship. Currently, efforts are being made to find ways to create effective partnerships between the public and private domain, e.g. various forms of public-private partnership in the public domain. It seems that the ideal construction has not yet been found, while developments in daily practice continue, leading to problems accordingly. Enough reasons for practice-based, scientific attention.


The Centre for Governance of the Private Public Sector Enterprise

Considering their specific scientific profiles, Tilburg University and TiasNimbas Business School have the outstanding experience, networks and know-how in the field of “Social Entrepreneurship”, more specifically in its governance. This is why TiasNimbas has taken the initiative to establish a Centre of Excellence, focussing on research and education for the governance and management of the private public-sector enterprise.

The approach of the Centre for Governance of the Private Public-Sector Enterprise is two-fold. On the one hand, the scientific approach aims to develop new strategic concepts, innovation, governance, entrepreneurship and leadership skills for public sector enterprises. On the other hand, the practical approach addresses real questions and developments from the enterprises and their partners themselves (e.g. the various governmental organisations that cooperatie with social enteprises). Cooperation with organisations in the field guarantees a solution-driven, multi-sectoral approach, as opposed to a purely scientific approach.

Mission of the Centre

To develop research activities, followed by educational activities, together with relevant parties in the field, aimed at the development and passing on of new concepts for government and management of the modern and complex organisation that is currently coming into existence in the domain of public service. The focus will will be on modern private public-sector enterprises and forms of private public cooperation.

The Centre is characterised by a network structure in which various organisations participate in collaborations ranging from membership to academic affiliations. Participation in the network is restricted to those organisations that are actively or passively engaged in the research activities. The added value, and perhaps even the competitive advantage, for the participants is in the development and circulation of new knowledge, and in participation in activities organised by the Centre, such as educational programmes, round table events, seminars and study trips.
